About Jeffrey

Jeffrey Moore limits his practice to estate planning, estate and trust administration, probate, business succession planning and charitable planning. He is a shareholder in the firm and is the Leader for the firm’s Estate Planning Group. Jeff works with clients to properly plan for incapacity and death. He enjoys the work because he feels that appropriate planning significantly reduces the stress on loved ones during challenging times with the added benefit of doing so in a more economically efficient manner. As an attorney experienced in this area, Jeff can attest that such planning provides clients with the peace of mind that comes with preparing for the unexpected.

Jeff is licensed to practice in both Oregon and Washington. He is AV Preeminent Peer Review Rated with Martindale-Hubbel®.

Estate Planning

Jeff works with clients on a variety of estate planning techniques, including will and trust plans that provide for management during incapacity and then for spouses, children and others following death. These plans can be drafted to utilize both the federal and state death tax exemptions to minimize estate taxes for the beneficiaries. Jeff also designs trusts that offer continued asset management for children beyond a parent’s passing, such as education trusts or special needs trusts. Plans can also be structured to implement distribution controls or divorce and creditor protection provisions. Revocable living trusts can be drafted to avoid court probate and provide for protection against incapacity while maintaining privacy of the estate. Jeff also works on more complex trust plans, such as dynasty or generation-skipping trusts or irrevocable gifting or insurance trusts for advanced estate tax planning purposes. He also works with business owners and farmers on business succession planning and gifting programs.

Trust and Estate Administration

Jeff works with Trustees, Personal Representatives and Agents and Fiduciaries in administering or counseling on trusts and estates following death or incapacity. This may include representation before the probate court in probate proceedings or working with Trustees to properly value and distribute trust assets. Jeff is experienced in preparing and reviewing complex IRS and state estate tax returns, IRS form 709 Gift Tax returns, and other IRS and state tax forms and documents.

Professional Activities

Jeff is a member of the Estate Planning and Administration Section and the Taxation Section of the Oregon and Washington State Bar Associations. He currently serves on the Executive Committee for the Estate Planning Section of the Oregon State Bar, and was an appointee on the Oregon Law Commission for the Inheritance Tax Workgroup. Jeff is Past President and current member of the Willamette Valley Estate Planning Counsel and a member of WealthCounsel, LLC. He is a frequent speaker to both public and professional forums on estate planning topics.

Jeff is dedicated to the mission of Family Building Blocks, and volunteers his time to serve on the Board of Directors and the Executive Board.

Off the Job

Jeff enjoys spending time with his wife Debbie and their four children. Jeff has a soft spot for children, which has motivated him to volunteer with Family Building Blocks in its efforts to prevent child abuse and keep families together. He has served on its Board since 2001 and chairs its Planned Giving Committee. He is also on the Northern Willamette Valley Leadership Council for the Oregon Community Foundation. His hobbies tend to evolve into whatever his four children are up to, so he currently enjoys violin and band concerts, basketball games, ballet recitals and Scouting events. He also enjoys working on their West Salem property and loves the wonders of nature and attempting to capture those special places on camera. You may also find him fishing or watching college football with his brothers.
